I think it might be a local Portland cop lurking out there. I googled the license plate on the weird off chance it would be mentioned somewhere, and one of the first results was a video of a local traffic accident from quite a while ago but one of the cops in the video can be seen w the same plate.

When they go to work their employers must pay them a higher salary because of their legal status. The illegal on the other hand went through no process. They get paid less and are often times illegally employed.
